Registering your truck on i3MS is only half of Odisha's mineral transport paperwork. If you run a transport business that carries coal or other minerals by road, there is a second, separate registration for the business itself. The figures differ depending on which rulebook applies: the current i3MS portal page, or the new 2025 rules once they start. This guide explains both so you know what to check.

What is transporter registration on i3MS?

i3MS is Odisha's Integrated Mines and Mineral Management System. Transporter registration is how a person or company that transports minerals by road is recognised on the platform and issued a registration certificate. It is about the business, not an individual truck.

Who needs to register as a transporter?

The i3MS page says that any person or company that engages directly in the business of transporting coal and other minerals by road must register and obtain a Transportation Certificate. The 2025 rules go further: they say no person, company, firm or association may act as a transporting agent without a valid registration certificate, and that lessees and licensees may engage only registered transporting agents. If you are unsure whether this applies to the way you operate, ask the office of the Deputy Director of Mines or Mining Officer (DDM/MO).

What does the current i3MS page ask for?

The i3MS transporter page lists two requirements:

  • A valid licence as a collecting and forwarding agent under the Odisha Motor Vehicles (Licensing of Agents) Rule 1993.
  • A certified copy confirming that you are not involved in illegal mining activities.

How do you register as a transporter on i3MS, step by step?

  1. Create your i3MS account. As a new user you register on the portal and the system generates your login credentials.
  2. Submit the online request with your scanned documents and payment.
  3. Receive the terms and conditions issued by the DDM/MO for your acceptance.
  4. Accept the terms. Download and accept them within 7 days.
  5. Submit the security deposit as a hard copy to the DDM/MO.
  6. Receive your certificate. The DDM/MO issues the Transportation Registration Certificate.

What changes under the 2025 rules?

The Odisha Minerals (Prevention of Illegal Mining and Regulation of Trading, Transportation & Storage) Rules, 2025 were notified on 28 November 2025 and replace the 2007 rules from a date the government will appoint. For transporting agents, Rule 10 states:

Itemi3MS page today2025 rules (once in force)
Application feeRs. 5,000Rs. 50,000
Security depositRs. 50,000Rs. 2,00,000 (refunded if not granted; forfeited for illegal transport or breach)

RenewalAfter expiryApply at least 60 days before expiry

Because the new rules apply only from a notified start date, check with the DDM/MO office which set of figures applies to your application today. Our guide to the 2025 rules for truck owners covers the rest of what they require.

How can you stay on top of renewals and paperwork?

  1. Keep one list of every registration: the transporter certificate, each truck's i3MS status and each truck's permit, tax, fitness and insurance dates.
  2. Set reminders at least 60 days before the certificate expires, and 30 days before each truck document expires.
  3. Store scans of certificates, receipts and deposit proof where the whole team can find them.
  4. Review the list monthly, starting with whatever expires soonest.
