A truck with an expired fitness certificate can be stopped on the road, refused at a mine gate and, in the worst case, left without insurance cover when something goes wrong. The certificate is easy to forget because it comes up once a year or once in two years. This guide explains what it is, how long it lasts, and what the rules now require for renewal.
What is a fitness certificate?
A certificate of fitness (CF) confirms that a transport vehicle is roadworthy. It is issued under Section 56 of the Motor Vehicles Act, 1988, in Form 38, by an inspecting officer or an authorised testing station after the vehicle passes the prescribed checks. The checks cover items such as brakes, steering, lights and emissions.
Which vehicles need one?
Transport (commercial) vehicles, including goods trucks and the tippers used in mineral transport, must carry a valid certificate to ply on the road. A lapsed certificate is a compliance gap at roadside checks, mine gates and inspections.
How long is a fitness certificate valid for a truck?
Under Rule 62 of the Central Motor Vehicles Rules, 1989, the first certificate for a new transport vehicle is valid for two years. Renewal periods were changed by the Central Motor Vehicles (Eighth Amendment) Rules, 2022 (G.S.R. 272(E), notified on 5 April 2022):
| Situation | Validity |
|---|---|
| New transport vehicle, first certificate | 2 years |
| Renewal, vehicle up to 8 years old | 2 years |
| Renewal, vehicle older than 8 years | 1 year |
Older summaries of Rule 62 on the web still show a flat one-year renewal, so check the date of any source you rely on.
Where does the test have to be done?
A notification of 5 April 2022 made fitness testing for renewal compulsory at a registered Automated Testing Station, which uses automated equipment and designated lanes to test brake, speed, headlight, side slip and suspension performance. The dates are:
- 1 April 2023: heavy goods vehicles and heavy passenger motor vehicles.
- 1 June 2024: medium goods vehicles, medium passenger motor vehicles and light motor vehicles used for transport.
Whether an ATS is operating near you depends on your state, so check with your RTO before you plan the visit.
What if the test is done in another state?
Rule 62 says that when a test is done outside the state where the vehicle is registered, the officer must upload the test report (Form 38A) to the Parivahan portal within one working day, and the registering authority must issue the certificate within fifteen days. Later renewals must take place in the state of the registering authority. Check the current text and your state's practice, since the rule has been amended several times.
What documents do you usually need?
Requirements vary by state, so treat this as a typical list rather than a guarantee. The Chandigarh transport department, for example, asks for the application form, Registration Certificate, insurance certificate, tax card, Pollution Under Control certificate, permit, and the vehicle itself for physical inspection. Check your own RTO's list before you go.
How do you prepare for the fitness test?
- Set a reminder at least 30 days before expiry so you have time to book a test slot.
- Have the RC, insurance, tax, PUC and permit valid and in hand. In many states these must be current before a CF can be renewed.
- Get the truck checked beforehand on the items the test covers: brakes, headlights, steering, suspension and tyres.
- Fix problems before the test, since a failed test costs a day and a second visit.
- Keep the new certificate scanned and stored with the truck's other papers.
What the sources do not say
Fees, the exact number of days before expiry you are allowed to renew, late-renewal charges and penalties for running without a certificate are set by the central and state rules and differ by state. We have not quoted figures for these. Confirm them with your RTO or the Parivahan portal.
If you apply for MCV registration on Odisha's i3MS with an outside-state truck, the portal asks for fitness validity proof, so a lapsed certificate can hold up that process too. Bohiba keeps your truck documents and their expiry dates in one place. See our truck document checklist, explore features or start on the free plan.
